As regard the first point the Commissioners observe correctly that M. Inglis the Starboard Master rendered the accounts of his department up to May 1859, in which accounts Immigration Brokers License fees were included; that he was then left on leave and succeeded temporarily by Mr Newman who rendered the Accounts as Acting Starboard Master from June to December 1859, after which date in consequence of his illness he was absent
